Are you looking at the physical file itself?  or a logical file or view?

OVRDBF INHWRT(*YES)?

The error message doesn't sound like a commitment control/locking problem.

Only time I've seen that is when I'm trying to do something not supported by 
the object itself.

For instance, CRTDUPOBJ on a logical file object created via the CREATE EVI 
INDEX.

When you do a DSPFD what are the settings for:
Allow read operation  . . . . . . . . . . . :            Yes 
Allow write operation . . . . . . . . . . . :            Yes 
Allow update operation  . . . . . . . . . . : ALWUPD     *YES
Allow delete operation  . . . . . . . . . . : ALWDLT     *YES
