C would probably be faster, but the effort to program would probably be
significantly higher.

Java would be slower no mater what.

If you're current applications are written in RPG, then don't look to
change your programming language to fix performance problems.  Get your
system tuned properly.  Upgrade hardware if necessary.  RPG is plenty
fast on the iSeries to do just about anything that doesn't require
microsecond response time :)
