When I can get away with it, I'll remove all such comments if I'm effectively creating a new version of a program. The fact that a variable was increased from 3-digits to 7-digits in 1992 has little relevance in 2005 for a lot of programs. Likewise, a comment about moving a SETON from after an EXFMT to before the EXFMT just doesn't add to the useful sense of the program five years later. Code archives can always be kept as needed.
