Without looking up the maximums for arrays, I think this could be handled by a variable-sized array, but it sounds to me like this is more of a candidate for a user space. You could structure a user space to contain first the number of records being returned, then the records at the fixed length in the same structure as an array.

Then you can get your records one at a time from the user space using the APIs.
