Whether you upgrade to the version of Pathfinder that supports searching
for Procedure-Where-Used or come up with your own home-grown process,
the tools can be made available.  My guess is the issue is
politics...You know your own situation best.  But who are they supposed
to be supporting, anyway?

Probably can't fix that via this list, though.  Good luck.
