Okay, well, the good news is that my understanding of SCOPE (the
programming concept, not the mouthwash) is 100%.  I mistakenly _did_
re-declare the two variables in question inside the subprocedure 'P'
specs, causing the creation of another, private copy of the variables,
masking access to the 'real' EXTFILE variables.
