Well that could be one of two things then.
The compile doesn't like it, or your nested Data Structure Arrays are not
all arrays.  
Do you have a DIM keyword on each of the QTY4LG, QTY4WK and QTY subfields?
Are they all defined with LIKEDS (assuming QTY is also a DS).

QEdited(Idx3) =  %EditC(Qty4Yr.Qty4Lg(Idx1).Qty4Wk(Idx2).Qty(Idx3):'Z');
failed.
