(I think somebody has suggested this before ==>) I hope IBM can just add a parm 
to the static keyword that give me an option to initial it when program ended 
with *inlr *on.  O well, at the mean time, I guess I've that done what you 
suggested.

As far as I know, and I am not an expert on the philosophy of IBM's
provision of CRTBND* commands, it is for installations that are not using
the full facilities of ILE etc that were implemented years ago. I would
suggest that the manipulation of a program's static storage programmatically
would fall into such a category.
