The batch programs aren't locking on program BUP009C but on some object
(file or data area likely) that BUP009C has grabbed.  Try using the List
Object Locks API
(http://publib.boulder.ibm.com/infocenter/iseries/v5r3/ic2924/index.htm?info
/apis/qwclobjl.htm) to retrieve a list of the jobs that have a lock on that
file or data area.  You could also look for locks on the display file used
by BUP009C to get a list of the jobs that are running BUP009C.
