I would think that there would be only 1 program writing to a multiformat file. Granted there's no rule cast in stone that says that, but experience has shown that to be true. Does the client have a cross reference utility that would show this? If so, change that one first. But if you don't go that route, I would suggest the external data structures laid out the same as if they were your new multiple physical files. Baby steps to the final solution.
