You don't need the PTF; in V5R1, CLEAR always works the way I
described.  The PTF is only needed for the new /free CLEAR in V5R2 that
supported complex qualified names; in V5R1, the CLEAR in /free was the
same one as the CLEAR in fixed form calcs.
