You might try to either remove the REF(RECNOTES) line or change the NOTES 
field to be a referenced field instead of specifying the size.  I think the 
compiler may be confused because you specify a reference file but do not 
reference it for any fields.  You also need a subfile control record which 
was mentioned in other posts.
