Quite a few thought there was no benefit in creating their own versions of the old QUSRTOOL tools too. I never put any of those into production. Instead, I studied them and created my own. When the tools disappeared from OS/400 or needed modifications due to changing releases (or Y2K or whatever), I had it easy. In general, I never use QSYSINC as a direct source. I've found bugs there anyway, as I'm sure many others have.
