I like this idea in a modified form. Don't know enough about the BP program to know how this would work exactly. I'm not sure I would want to make it required to keep BP status, that would just remove choices from the marketplace, but rather something along the lines of "certifying" the software package as ready for the 21st century and beyond!, or something like that.
