There are numerous bif's that are NOT available in fixed format. like an updating only certain fields, certain chain possibilities, etc. And, some will question your statement: "still have to use FIXED". The key word here is "have". Then again, one man's workaround is another man's reacharound. However I do not use /FREE because I don't want to mix syntax rules in the same source member. Who wants to try to read code that is free format and follows one set of rules in one part and then is fixed format and follows another set of rules in an other? (Even in the same procedure.) I see no benefit to /FREE when I still have to use FIXED anyway. I think for those that maintain a lot of older RPG II & III, it is easier to keep the FIXED mindset than to swap back and forth. If IBM did implement ALL the functionality of the FIXED syntax into /FREE < Except maybe GOTOs ;P >, I'd go to it for the 'pretty code' factor so I could indent my code.
