Hello Terry

Assuming the user will be using client access on a PC, you can invoke
the STRPCO command, then use the STRPCCMD command to run a command on
the PC.

This could be done via a CL program, that prompts the user with a DSPF
for the filename, runs STRPCO, then runs STRPCCMD, with the command
line set to something like "C:\PROGRAM FILES\ADOBE\ACROBAT READER
FILENAME.PDF", and this will bring the file up on the user's PC. 
There is probably a command line switch with acrobat reader that skips
displaying the file and just prints it.
