I just tried it using UPDDTA and it doesn't allow me to put A, b,5... to that 
field.  What is going on?

VALUES keyword doesn't affect the PF you are creating in any way
EXCEPT, if you REF() the PF while creating a DSPF later.  In your
example below, I could then write a program, or even use DFU to insert
A, b, 5, ^, etc...

I know where you are coming from, and while I had never used the
VALUES kwd in a PF DDS spec, I always assumed it did what you would
expect, and limit the values that could go into that field.
