VALUES keyword doesn't affect the PF you are creating in any way
EXCEPT, if you REF() the PF while creating a DSPF later. In your
example below, I could then write a program, or even use DFU to insert
A, b, 5, ^, etc...
I know where you are coming from, and while I had never used the
VALUES kwd in a PF DDS spec, I always assumed it did what you would
expect, and limit the values that could go into that field.
