I knew that without the EXTPGM keyword, you can only use a prototype as an
entry parameter list. But if you use it so, is EXTPGM optional?

Also, we have the Linoma RPG Toolbox, and I converted a program with entry
parameters. It generated the PR and PI for the program, but it would not
compile  using CRTBNDRPG until I added DFTACTGRP(*NO) and ACTGRP(*CALLER)
(or a named group) to the header specs. I know I could create the module,
then create the program using CRTRPGMOD and CRTPGM, but it's a lot cleaner
to have all your ducks in a row by specifying all that in the H-spec,
especially if there's only one module in the program.

If the prototype is meant to call a program, it _should_ have the EXTPGM
keyword.  Otherwise, it couldn't be used to call the program; it could only
be used to defined the entry parms.
