It depends on how you bind it.

In my binding directories I specify service programs and
for the most part specify *LIBL for the location.  

When I compile a program, then use DSPPGM and look at the
service programs it's bound to, it shows the SP name and
*LIBL for the library.

I believe if you hardcode the library then you won't have
to worry about the library list.  I know I've done this
with QZHBCGI before... I specify the library it's in then
at run time don't have to worry about the library being in
the library list.
