As others have noted - yup this is how it works.  It's silly but .... that's
what supporting legacy code does for you.

COBOL on the 400 (and on a couple of other platforms) also does the same
thing.  In the case of COBOL it results from some sloppy wording in the ANSI
standard that was open to (mis) interpretation.  It is possible that the
original RPG implementation followed this model.
