CRTSQLRPGI USRPRF(*OWNER) not working -- RPG400-L

Using CRTSQLRPGI USRPRF(*OWNER) like we do with our other programs, but SQL
RPGLE program objects are being created with USRPRF(*USER).

I have to do a CHGPGM USRPRF(*OWNER) to the program object.

What's the scoop?
