You would have to create a data structure with the same name as the file and
the issue a RESET opcode to the data structure, thus initializing the fields
in the database record.

How do I initialize a record format with external defaults (using V5R1)?

When defining an external described data structure with keyword
INZ(*EXTDFT), all fields are initialized with default values specified in
DDS. Null capable fields are set to null instead of not null. How to do the
same for record formats (on a clear operation)???
