The bind() API is used to force a socket to use a particular IP address or
port number.  If you've ever written a server application, you've used
bind() to force a particular port number.

However, in your case, you'll want to set sin_port to 0 (IIRC), and
sin_addr to the IP address you want to force the outbound connection to
use.
