Window overlay problem

Thanks for all that helped me through this problem,

with your help I found that what I was missing from my external windows was
a dummy record format 

A          R DUMMY                           
A                                      ASSUME
A                                  1  2' '   

what I do not understand is why this had to be coded into the external
window program?
