 Another thing to check is the use of the function key...CA09 or CF09. 
One returns data the other does not...I just cannot remember which.  The
order that you process the screens is also key.  You might want to try
writing the control record and doing the EXFMT on the FKEYS format.

Just a thought...your mileage may vary.
