In the above screen is where you specify a name for your qry and the 
library to create the qry, not the file or member you want to qry.  That's 
the next screen:

Type options, press Enter.  Press F21 to select all.

       Specify report column formatting 
       Select report summary functions 
       Define report breaks

F13=Layout         F18=Files          F21=Select all 

Followed by the file selection screen:

I think this is where you want to be.  I still don't see my emails going

Well I just enter WRKQRY and fill out the fields.

>From there I type 2 for edit
OEPEHDA for the query
and MODSMR for the library.

Those are the only 3 places to enter data
