The short answer is "no".
RPG IV does not support "overloading" of procedures, sadly, at this time.

Is there a way to prototype a procedure call so that it can take either a
character or numeric variable?  I know that I can pass a pointer and get the
data from there, but I was hoping not to complicate the maintenance with
that level of intricacy...
