I don't have an app to do that specifically, but my GETURI
tool can be used to do HTTP communications with servers to
do just this.

I have customers using it for UPS, bank transactions,
credit card verification and processing, and a few using it
for XML/SOAP web service communication.

You can download and try it out from
www.bvstools.com/geturi.html.  Just email me and I'll
supply a temp key to make it fully functional for as long
as you need to test.
