My understanding is that the service programs are all loaded when the
program is first called.  There will also be some initialization done
when a procedure within a module is called, for example opening files
for RPG modules.

Look at the "Service Program Activation" section of "ILE Concepts":

In that section, there's a link back to "Program Activation" where it
says that activation includes allocation and initialization of static
storage.
