You don't have to guess at this kind-a thing.  The RPG reference has had a
section describing short-circuit evaluation ever since RPG IV came out, as I
recall.

Most languages now use short-circuit evaluation, but it is something I always
test when confronted with a new language because it is not a given that all
languages work that way.
