Actually, the answer is yes.

While Client Access is a licensed product not all of the components require
a license to use.  In fact only two components require a license.  From the
iSeries Access User Manual (License Management Topic):

The following components require an iSeries Access for Windows license:

·       PC5250 Display and Printer Emulator
·       Data Transfer


Note that the data transfer is the batch data transfer feature using the
"Data transfer to/from iSeries" functions.
