Bizarre.  I did a quickie test here, where I had everything in a 
procedure:

callp     declare
callp     open
callp     fetch
callp     close

With the appropriate SQL in each proc.  Because the procs are in this
physical order, the precompiler works on it.  With STRDBG, I can look at
SQLSTT after every proc call, and within each proc.  V5R2.  WRKPTFGRP 
shows
