It was my recollection that this was true all the way back to S/38 RPG.  The
oldest online RPG manual (V4R1 - 1994) shows this to be the case.

While *INZSR is often thought of as a one-time-only routine, that isn't
necessarily so.  An especially tricky exception is when you get an error
during *INZSR and the program ends with LR off.  Normally, when a program
ends with LR off you expect *INZSR won't run again.  *INZSR will run again
if it didn't reach ENDSR the first time through.

Another one of those seemingly simple RPG things that blossoms when reading
the details!
