Terms I thought I knew but now I'm not so sure:
 
What is the term for a PI?
What is the term for a PR?
What is a wrapper?
What is a Procedure?
What is a sub-procedure?
What is a prototype?
 
(I do understand that these are basic questions, and I thought I knew what
they mean. However some of the usages I am seeing for these terms seems to
be in conflict.)

In this example, you don't need a PI. You are just PRototyping the call to
QCMDEXC. But, if you wish to write a wrapper to QCMDEXC, you would need a
PI.
