The reason may be because you are using an incorrect format to test -
2/29/1956 is *USA format; (*MDY would be 2/29/56).

Example:
     D Birthdate       S             10A   Inz('02/29/1956')

        // Incorrect Date Format in Factor 1
     C     *MDY/         Test (DE)               Birthdate

        // Correct Date Format in Factor 1
     C     *USA/         Test (DE)               Birthdate
