That is how I have been doing it anyways, is this incorrect?  Why are you
thinking you need to use CEETSTA?

If %PARMS = 1, then parmater 2 was not passed in at all.
If %PARMS = 2, then you also need to use CEETSTA to check to see if
the caller passed in *OMIT for the 2nd parameter. So you have to do
both in one situation and just one in the other.
