Yes I had left off CONST in my pr in D spec on Len and Hans caught it for
me. I know it was kind of a crappy reply about why but it was because it
needed to be passed by "read-only reference"(because I was calling a program
QCMDEXC not a procedure. CONST is allowed, as that it is still by reference.
Look for "parameters - const, value, reference" in archives Scott K. post to
that give a lot better and detail
explanation.

Rob,
CONST is not really passed to QCMDEXC. The prototype is only informing the
compiler that the called program will not change the parameter, thereby
allowing the compiler to use a temporary variable to pass to QCMDEXC. That
gives you the option to use a literal or an expression instead of a
variable.
