Once the service program is created her program would have
1. /copy to bring in the prototypes for the service program
procedures.
2. A H spec reference to a binding directory that specifies the
service program.  This, or the service program itself, can be
specified on the compile itself but putting it into the source
simplifies compiling.
3. The procedure call on an eval statement such as:

MyNumber = NextFileNumber;
