Chandra, You can use adopted authority with the initial program. Make sure the owner of the program object has the right to command CHGJOB and change the program to use adopted authority - CHGPGM PGM(x) USER(*OWNER), I think it is. Potential problem with this approach: if this initial program takes the users to a command line, they will there have all the power of the owner of the initial program. This can be circumvented by using a second program that breaks the chain of adopted authority - I think it is CHGPGM(y) USEADPAUT(*NO).
