Try this.

Using CHGCMD, set the ALWLMTUSR to *NO. I hope most of the EndUser Profiles
will have the LimitCapabilites *YES.

I suggest looking at the ALLOW parameter of the CHGCMD command.  Try only
allowing *BPGM and *IPGM.  Of course, this means that even you will not be
able to run the command from the command line, so be careful.
