I can only think of one comment. The choice of VALUE, CONST or reference can be greatly influenced by whomever wrote the procedure or program being called. When you write both calling and called procedure or program, you can set about any convention you want as long as you maintain your own consistency (and you don't try forcing violations of the rules such as what's allowed for extpgm() vs. extproc()). But when you call, for example, a system API that _expects_ the parameter to be passed by value, then you better code VALUE.
