The tn5250 project (http://tn5250.sourceforge.net) already has such a
utility.  It is designed to convert the iSeries print stream (*SCS) to
pdf.  The utility is called scs2pdf and the code is released under the
GPL.  Creating PDFs is not hard and the code is fairly easy to follow.
You can browse the source online and see how scs2pdf.c does things.  Of
course remember to abide by the rules of the GPL if you incorporate any of
the code into your own program.
