You can do that with java without being connected to the data?  
 
Actually, according to Jon Paris, "that guy on the commuter train"  was the
target customer for Code/400 and IBM  came darn close.  You can verify code,
have the on-line manuals, have all of the source, and do everything but run
against the actual data.
 
Jon Paris has a better explanation though.   I believe you can even synch up
in the morning when you get back to the office and get all your overnight
changes incorporated easily and quickly, with the assurance that everything
will compile.

Really? Granted it's been a while since I looked @ Code/400, but I can
write, debug and RUN RPG apps inside Code/400 w/o a connection to an
iSeries? I'm talking fully functional, web pages, business logic, database
access, etc.?

Fair, but cheap isn't free, and I need to be online to access it. I see a
number of notebooks on the train -- granted not everyone has NYC's commuter
rail system, but many do.
