Nope, but I did figure it out.

On the API call the last parameter is supposed to be an integer of how long
the name of the element you are passing in is.  Here is all IBM gives you in
their API documentation:

DOM_NodeList QxmlDOM_Element_getElementsByTagName( DOM_Element obj,
void*name, int stringind, int inlen )

and none of their examples use anything longer than 1 so they hard code 1
into that field.  Well I didn't even think twice about looking at that
field.

It makes me wonder how viable of a solution they wanted this to be based on
the documentation they provided for the API's?  . .  Hmmm . . .  There are
articles that provide a high level overview, but they don't replace the need
for API documentation.

Wild guess. Are you required to specify the tag in a particular CCSID
(Unicode 
for example)? Or perhaps the value of pNode is incorrect?
