Not just a SQL limitation, but a DB2 limitation.  Easily duplicated with:
DSPOBJD OBJ(ROB*) OBJTYPE(*ALL) OUTPUT(*OUTFILE) OUTFILE(QTEMP/TEST)
CHGPF FILE(QTEMP/TEST) MAXMBRS(1)
ADDPFCST FILE(QTEMP/TEST) TYPE(*UNQCST) KEY(ODOBNM)
or
ADDPFCST FILE(QTEMP/TEST) TYPE(*PRIKEY) KEY(ODOBNM)
Same CPF32B0 message, and 15.

I even tried creating it in a permanent library and then saving it to a 
save file and restoring the contents of that save file into QTEMP.  Got 
the same message.

Is not using QTEMP an option?
