  Well, then, how about something that should work in all circumstances
("should" being the operative word here, I have not tested this)

        /free
              alpha = %xlate(' ':'0':%editc(numeric:'L'));
        /end-free

  This should provide a decimal, a negative sign when necessary, and leading
zeros.
