The labels are one inch from top of label to top of label.  You're measuring
from top of label to bottom of label and ignoring that bit of space between
them.  Try 8 lines per page instead of 7.  And please try to put a subject
line in your posts.  I normally filter blank subject lines as spam and
imagine others do too.
