Scott, Thanks for that explanation. I figured most of this out by brute force before taking the time to catch up on email. You were right. They aren't really varying. (No two bytes at the beginning for the length.) Attempting to define them as such caused the loss of two leading characters of the variables. You were also right that trying to do a USRIN=%substr(usrin:1:usrlenin); would destroy the other variables. What I ended up doing was creating work variables within the program. Sort of like workusrin=%substr(usrin:1:usrlenin) (with a monitor group in case usrlenin was zero).
