Pardon my dumb question here,
but are you not already doing it from within your rpg programs,
via a qcmdexec(or similar depending on OS level) to the dlyjob command
or a direct call to your C/L which does the dlyjob? 

Granted, an API might be faster/more efficient,
but what would you be gaining "if" such an API
existed, which I do not know if one does.

Or am I not reading the question correctly?

I have a series of batch jobs that if they get a record lock on update will
call a CLP program and pass it how long to do a DLYJOB and then after the
'Delay' my RPG programs will try to retrieve the record again.

My question is, instead of doing this 'DLYJOB' from a CLP can it be done
directly from within RPG? ........ API maybe????
